The Liberal Democrats in Europe have asked me to circulate the attached message. If I receive a similar message from the other two parties I would also do that.
I have been criticized for circulating the petition indicated in the attached on the grounds that one should accept the democratic view of the people.
Would that the referendum was that democratic.
All of us who were excluded because we have lived abroad for more than 15 years were excluded. That is perhaps around one million citizens.
The sixteen to eighteen year olds were excluded. That referendum concerned them far more than me, an octogenarian.
All of these citizens can sign this petition.
As for the Liberal Democrat Party — ever since the departure of Nick Clegg that party has been stalwart in giving support for a Votes-for-Life Bill in Parliament.
The Conservatives promised this Bill in the manifesto of the last election. In spite of various exhortations they have not. The Labour Party has been silent. Although their International branches support the idea.
Further it must be understood that no Referendum is binding. They are advisory to Parliament, which is supreme in making the law. Parliament has the final say.
A Professor of European Law has written in connection with the current situation in the following vein …..
“The Human Rights Convention was designed to make it possible to disregard and disapply abominable rules even if they had been enacted by a democratically elected government. That does not mean it is fair or acceptable to pay no attention to them but it is too facile to say that because a majority of the supposedly competent electors having voted that way it is therefore obligatory and fair to act as that majority feels.”

“BRITS ABROAD: YES TO EUROPE” CAMPAIGN
ON THE ONLINE PETITION FOR A SECOND UK REFERENDUM ON EU MEMBERSHIP, 26 JUNE 2016
“Since the referendum’s result last Friday, a new dynamic has developed with an online petition calling for a second referendum which had already gathered almost 3.5 million signatures by Sunday 22.00hrs CET (now over 4 million at the time of ‘going to press’)
It reads: ‘We the undersigned call upon HM Government to implement a rule that if the remain or leave vote is less than 60% based on a turnout less than 75% there should be another referendum’. https://petition.parliament.uk/petitions/131215
All British citizens can sign the petition, which means those of us disenfranchised in the referendum vote can at last express our opinion that the vote was unrepresentative of the will of all the British people.
The two main British political parties are in turmoil. Only the Liberal Democrats stand united in support of British membership of the EU.
Brussels and Europe Liberal Democrats calls upon Europe’s leaders to give British people time to resolve this issue and not demand that Article 50 is triggered.
If a second referendum is eventually held, we demand that the British Government enfranchises all British citizens living abroad, allowing them to cast a vote to help determine their future”.
Editor’s Note Brussels and Europe Lib Dems (BELD) – with its 400 members in 24 EU Member States, Iceland, Norway and Switzerland – has been at the forefront of the UK Referendum campaign on continental Europe, aimed at encouraging the maximum number of eligible British citizens in the EU to register and vote. It is estimated that around 250-300,000 Brits overseas finally registered to vote, about three times the number compared to the 2015 General Election. BELD will continue to fight for the rights of Brits living in the EU; for overseas constituencies to be formed to represent their specific interests; and to ensure that the British Government honours its manifesto pledge to abolish the discriminatory 15 year rule and give everyone their vote back in time for the General Election expected in 2020.
